SUMMARY AND BACKGROUND:

 

The Council Boards and Commissions Appointment Committee met on August 15, 2016, and recommends the following reappointment and initial appointment.

Citizen Budget Committee

The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials.  The purpose of the budget committee in Oregon is to promote transparency, efficiency and economy in the expenditure of public funds.

Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”  The Oregon Department of Revenue has provided guidance that an elector is someone residing in the City and registered to vote.  In order to maintain a geographic balance on Salem’s Citizen Budget Committee, Council Rule 18 requires the appointive members of the budget committee consist of one elector from each ward and one elector from the City at-large.

The Council Boards and Commission Committee performed a review of applicants for the appointment of the Ward 6 position, and after full deliberation and consideration and upon a unanimous vote, recommend that the Council reappoint the candidate listed below in the Facts and Findings.

Salem Urban Development Community Services and Housing Commission

SRC Chapter 20G authorizes the City Council to make appointments to the Salem Urban Development Community Services and Housing Commission.  There is one applicant requesting a partial term appointment to fill an at large vacancy and is listed below in the Facts and Findings.  The Council Board and Commission Committee reviewed and considered the applications and recommends appointment of the applicant listed in the Facts and Findings for Council appointment.  Additional vacancies remain open for receipt of applications for a full term vacancy, which acts as a representative of the Salem Housing Advisory Committee.

 

FACTS AND FINDINGS:

 

The Boards and Commissions Appointment Committee make the following recommendations for reappointment and appointment:

Citizen Budget Committee:

Clark Hazlett, be reappointed to fill his partial plus second term expiring June 30, 2019.  Mr. Hazlett’s request for reappointment is attached.

Salem Urban Development Community Services and Housing Commission:

Joan Lloyd, be appointed for a partial at-large term expiring June 30, 2017.  Ms. Lloyd’s application is attached.)
