Shall the City Council:
1. Authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Polk County and any amendments to the IGA in order to provide mobile response crisis team services;
2. Authorize the addition of one full-time police officer position in the Salem Police Department to staff the mobile response crisis team; and
3. Adopt Resolution No. 2016-37, thereby adopting FY 2016-17 Supplemental Budget 1 for the General Fund, increasing expenditure appropriation authority and revenues in the amount of $209,370.00?

SUMMARY AND BACKGROUND:
Polk County is in the process of establishing mobile crisis response team services similar to services available in Marion County.
Mobile crisis response teams primarily respond to calls from 911 dispatch that have a mental health component and provide assistance to other agencies throughout the county with those types of calls. These teams provide after-hours support and follow up to individuals who have had recent interactions with law enforcement. The team can also make referrals to community partners. The Polk County Mobile Response Crisis Team (Team) would consist of one sworn law enforcement officer and one qualified mental health professional. Pursuant to the IGA, Polk County will compensate the City of Salem in an amount of up to $209,370.00 to fund the new law enforcement officer for the Team. If the IGA is not renewed in subsequent years, the new law enforcement officer position added to the Salem Police Department will be absorbed by attrition.
FACTS AND FINDINGS:
The Mobile Response Crisis Team requires approval of the attached IGA with Polk County and one full-time police officer position from the Salem Police Department.
ORS 294.471(1)(a) provides for the adoption of a supplemental budget when a condition which had not been ascertained at the time of budget preparation requires a change in financial planning.
Supplemental Budget 1 for FY 2016-17 includes recommended expenditure appropriation and revenue adjustments to incorporate the Polk County Mobile Response Crisis Team program into the General Fund. Adoption of Resolution No. 2016-37 (Attachment 2 to this staff report) will provide the required budget authority for the program.
Execution of the attached IGA will benefit the public.
