SUMMARY AND BACKGROUND:

 

The Salem Hospital Facility Authority (Authority) is a public authority created by the City of Salem pursuant to state statute by Resolution No. 73-272 on September 24, 1973.  The purpose of the Authority is to acquire, own, lease, sell and otherwise dispose of hospital facilities, and to authorize issuance of bonds and other obligations in order that hospital facilities will be provided in municipalities.  The City Council must also approve bond issuances for the Authority, however, all obligations for the bonds are the responsibility for the Authority not the City. 

 

The two hospital facilities in Salem affected by the Authority are Salem Health, with its primary facility in Ward 1, and Capital Manor, with its primary facility in Ward 8.  The Authority also recently approved a bond issuance for the Yakima Valley Farm Workers for a health clinic in unincorporated Marion County near east Salem.

 

Pursuant to ORS 441.540, the Salem City Council must appoint a board of directors for the Authority (“Board”).  At least one member of the Board must be a member of the Council, who may serve a maximum of six years.  Other, non-council, Board members, serve four year terms, and may serve multiple terms.

 

The terms of members Ohmart, Compton and Hunter expired on March 15, 2016. They continue to be valid members of the Board and have continued to serve past their term expiration.   The Authority has requested that these Board members be reappointed by Council.

 

 

FACTS AND FINDINGS:

 

Robert Ohmart, Michael S. Compton, and Steve Hunter are all current members of the Board, and have indicated their willingness to continue to serve in that capacity.  Mayor Anna Peterson and Councilor Jim Lewis are also on the Board, and their terms expire December 31, 2016.  There are two vacant positions on the Board.
