Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with OSP for access to the regional Automated Biometric Identification System (ABIS)?

SUMMARY AND BACKGROUND:

 

ABIS is a program that provides fingerprint and palm print identification services for law enforcement agencies and is integral to the effective operation of such agencies.  ABIS access is essential for the identification of suspects involved in criminal activity and for solving crimes.  The City of Salem has had an IGA for access to ABIS in place since July of 2014.  However, this IGA expired on June 30, 2016.

 

The attached IGA is needed in order to allow the Salem Police Department to have uninterrupted access to ABIS.  This IGA also provides for future upgrades to the system that may include other biometric data services including, but not limited to, retinal scanning and facial recognition. 

 

The term of new IGA is for two years, from July 1, 2016, through June 30, 2018. 

 

 

FACTS AND FINDINGS:

 

1.                     ABIS access is essential to the effective operation of the Salem Police Department.  The attached IGA with OSP is needed in order to allow the Salem Police Department to have access to ABIS.

 

2.                     The City has previously purchased all of the equipment necessary to access ABIS, including an ABIS workstation and associated software, so the only expense associated with the IGA is for equipment maintenance.  The maximum amount payable by the City under the IGA is $21,500. 

    

3.                     The execution of this IGA will benefit the public.
