SUMMARY AND BACKGROUND:

 

The City’s budget needs to respond to unforeseen changes. State law allows the City Council to approve transfers of appropriations from one fund to another within the appropriation limits established by the adopted budget. A transfer resolution also highlights changes or deviations to the budget.

 

City Council is being asked to approve a transfer within the Transportation Services Fund that will allow for increased appropriation authority in the Capital Improvements Fund to complete the expanded scope of the Mission Street overlay project.

 

 

 

FACTS AND FINDINGS:

 

The project scope has been expanded to extend the length of pavement restoration for an additional quarter mile on Mission Street to 12th Street SE. A bicycle signal and enhanced bicycle and pedestrian ramps will be added at the Winter Street SE intersection to improve bicycle safety at the Willamette Valley Scenic Bikeway connection between downtown and Bush Park. Based on bids received, an additional $300,000 is required to complete the project’s expanded scope. With this addition, the total project budget is $1,160,000.

 

It is recommended the additional $300,000 needed for the Mission Street overlay project be accessed from the $1.76 million currently appropriated in the materials and services category for pavement maintenance contracts in the FY 2016-17 Transportation Services Fund adopted budget. A resolution is required to move the $300,000 from the Transportation Services Fund to the Capital Improvements Fund.

 

The Mission Street overlay project is budgeted in the Capital Improvements Fund (project titled, Structural Pavement Rehabilitation Program, in the FY 2016-17 budget document). The project is funded with state highway revenue received in the Transportation Services Fund (155), which is transferred to the Transportation cost center in the Capital Improvements Fund.
