ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with the Salem-Keizer School District (District) and any amendments to the IGA in order to provide police services within the District’s schools during the 2016/2017 school year?

Authorize the City Manager to execute the attached IGA with the District and any amendments to the IGA in order to provide police services within the District’s schools during the 2015/2016 school year.

SUMMARY AND BACKGROUND:

 

The Salem-Keizer School District serves approximately 42,000 students, with the majority of its facilities located within the City of Salem.  The Salem-Keizer School District has contracted with the City of Salem for police services for over nineteen years.  Nine police officers, including one Corporal and one Sergeant, have been assigned to the Youth Services Unit (YSU) for this purpose.  The police officers assigned to the YSU handle reports of criminal activity in and around the schools.  The deployment of these officers will be a cooperative decision between the District and the City.

FACTS AND FINDINGS:

 

1.  The District has agreed to pay $523,540.00 to the City for these services.  This payment covers approximately 50% of the costs for the police officers assigned to the YSU during the school year.  This money also helps to offset the cost of other police responses to the District’s schools. 

2.  This IGA is authorized by Oregon Revised Statutes (ORS) 190.010 et seq. and will benefit the public.
