SUMMARY AND BACKGROUND:
The cities of Salem and Keizer have an existing Intergovernmental Agreement for Emergency Water Supply (existing agreement) to provide support to each other in the event of a disruption of water supply for either city. The existing agreement, effective in 2012, requires each City to take certain actions by specific timelines to construct two water booster pump stations, inter-tie water mains, and associated appurtenances. The booster pump stations are needed to increase pressure from Keizer’s system to match Salem’s pressure requirements. Keizer is fed by gravity inter-ties and pressure reducing stations.
The pump station sites are located on Cherry Avenue NE and Wiessner Drive NE. Salem and Keizer have completed the Cherry Avenue pump station and gravity inter-ties at Wiesner Drive. The existing agreement calls for the completion of the Wiessner Drive Booster Pump Station (WBPS) on or before September 30, 2016. Both cities have determined that this project can be delayed until a future date without compromising the ability to provide enough water to either City in an emergency.
Staff from Salem and Keizer decided that a new updated agreement should replace the existing one, because both have agreed that the WBPS can be delayed and significant project requirements have been completed.
This item originally appeared on the July 11, 2016 Council meeting agenda but was removed in order to correct an error to an exhibit to the new agreement.
FACTS AND FINDINGS:
• Staff have determined that with the completion of the Cherry Avenue Booster Pump Station, there is adequate capacity to respond to water shortage emergencies and, therefore, the WBPS can be delayed. Additionally, staff has determined there are higher priority water projects that should be constructed in the short term as reflected in the recently completed proposed five-year Capital Improvement Plan (CIP).
• Additionally the proposed CIP includes two projects to investigate ground water sources to provide Salem with back up water capacity, which may prove to be more reliable than the WBS.
• Staff will continue to monitor emergency water needs and the progress of developing other back up water supplies to determine when, and if, the WBPS will be constructed.
• The agreement provides flexibility for Salem to construct the WBPS any time during the term of the Agreement, which expires on December 30, 2037.
• The Agreement updates the status of the various project responsibilities and maintains the original terms and conditions such as: water sale price, coordination, maintenance, and operation of the emergency inter-ties.
