SUMMARY:
Rosemont Avenue NW is one of three collector streets connecting Glen Creek Road NW to Edgewater Street NW. This project will repair the sunken northbound lane and replace the adjacent curb and sidewalk along Rosemont Avenue NW between 8th Street NW and Cascade Drive NW (Attachment 1 - Project Location Map). Design has progressed to where it is necessary to begin acquiring right-of-way and easements for the proposed improvements.
FACTS AND FINDINGS:
• Funds are programmed in the FY 2019-20 capital construction budget to construct the needed improvements and acquire the necessary right-of-way and easements. This project is funded with savings from the 2008 Streets and Bridges General Obligation Bond.
• The project is being designed and constructed in the public interest to replace public infrastructure. This project will remove and reconstruct approximately 450 feet of retaining wall and repair the east section of the street with new pavement, curb, sidewalk, and fencing.
• There is a public need to acquire right-of-way and easements to complete the improvements. The approximate locations of the right-of-way and easement acquisition areas are shown on Attachment 2.
• The City will negotiate and pay just compensation to the property owners for the right-of-way and easements.
BACKGROUND:
The east sidewalk on Rosemont Avenue NW was closed in spring 2018 due to excessive damage from errant vehicles hitting the sidewalk rail, as well as settlement in the street and sidewalk. A geotechnical investigation concluded that the existing rubble retaining wall and a portion of the street needs to be replaced in order to provide safe access for motorists and pedestrians.
