Adopt Resolution No. 2019-23, certifying that the City of Salem provides certain enumerated municipal services to receive state shared revenues in FY 2020.

SUMMARY:

 

Each year the State of Oregon provides certain revenues to cities, including highway, cigarette, and alcoholic beverage tax revenues.

 

In FY 2020, it is estimated that the City of Salem will receive $15,356,110 of state shared revenues for use by various city departments and divisions as shown below.

Type: Highway, $12,318,060

Use: Transportation Fund, Public Works Department, All Divisions

 

Type: Alcoholic Beverage, $2,857,230

Use: General Fund, Police Department, Patrol Field Operations

 

Type: Cigarette, $180,820

Use: General Fund, Fire Department, Emergency Operations

 

In order to receive state shared reve-nues, the City of Salem must certify according to ORS 221.760 that it provides at least four of the following enumerated services:

 

1.                     Police protection;

2.                     Fire protection;

3.                     Street construction, maintenance, and lighting;

4.                     Sanitary sewers;

5.                     Storm sewers;

6.                     Planning, zoning, and subdivision control;

7.                     One or more utility services.

 

 

FACTS AND FINDINGS:

 

The City of Salem currently provides, and will continue to provide in FY 2020, at least four of the municipal services enumerated in ORS 221.760. Resolution No. 2019-23 certifies that the City of Salem provides all of the following enumerated services:

 

1.                     Police protection;

2.                     Fire protection;

3.                     Street construction, maintenance, and lighting;

4.                     Sanitary sewers;

5.                     Storm sewers;

6.                     Planning, zoning, and subdivision control; and

7.                     Municipal water utility service.

 

To ensure that the City of Salem receives the estimated $15,356,110 in state shared revenues in FY 2020, a copy of the certifying resolution must be adopted by the City Council and received by the Oregon Department of Administrative Services prior to July 31, 2019.
