SUMMARY:

 

A review of potential technology improvements at Salem Public Library identified several areas where upgrades would enhance functionality, improve the user experience, and simplify operation of the various systems at the main library. To minimize the cost of implementing improvements, the work would be performed concurrent to the general obligation bond-funded seismic improvement project. However, bond funds are not eligible to be used for the technology upgrades. Library staff have identified $300,000 of one-time expenditure savings in the Salem Public Library’s FY 2019 budget as a funding source for the technology improvement project. The improvements will be selected and reviewed with the Council’s Library Renovation Subcommittee after the construction design process is complete.    

 

 

FACTS AND FINDINGS:

 

State law allows the City Council to approve transfers of appropriations within the limits established by the adopted budget to address unforeseen changes.

 

Resolution No. 2019-11 transfers $300,000 of expenditure savings from the Salem Public Library’s current operations budget to the Capital Improvements Fund for the technology improvements.

  

 

BACKGROUND:

 

A review with City of Salem Information Technology and Salem Public Library staff and Diversified, a Portland-area technology solutions provider, identified several technology improvements for the main library. The following items comprise the recommended improvements:

 

                     Anderson Room Audio / Visual: Comprehensive video walls installed on both ends of the rooms, updated digital audio systems, podiums, and intuitive public access controls, $166,000.

 

                     Loucks Auditorium Audio / Visual: Comprehensive projection technologies including a new motorized screen, laser projector and input plates, a new audio system including 8-10 wireless microphones, new controls in the sound booth and intuitive public access controls, $60,000.

 

                     Digital Signage: Commercial grade digital signage / display solutions, also capable to be used for visual mass notification announcements, $30,000.

 

                     Meeting Room Audio / Visual: Complete audio / visual integration into each of the current and potentially new meetings rooms, $40,000.

 

                     All features will be explored, prioritized, and reviewed by the Library Renovation Council Subcommittee at a later date.
