SUMMARY:
Salem relies on two water transmission lines to deliver drinking water from the water treatment facility at Geren Island to the City. A new 36-inch connection will be constructed between the two existing transmission lines to provide additional operational flexibility. The new connection will be located approximately one quarter mile west of Stayton (Attachment No. 1 - Vicinity Map). Design has progressed to where it is necessary to begin acquiring easements for the proposed improvement.
FACTS AND FINDINGS:
• Funds are programmed in the FY 2018-19 capital construction budget to design the transmission line and acquire the necessary easements. Construction will occur in FY 2020.
• The project is being designed and constructed in the public interest to provide additional operational flexibility during emergencies and planned maintenance.
• There is a public need to acquire three permanent easements and three temporary easements to complete the improvements.
• The locations of the easement acquisitions and property owners of record are on Attachment No. 2.
• The City will negotiate and pay just compensation to the property owners for all required permanent and temporary easements,
BACKGROUND:
A new 36-inch connection between the City’s existing water transmission lines will allow conveyance of water back and forth between the two transmission lines during emergency maintenance or scheduled shutdown activities. The new connection will facilitate construction activities when the City rehabilitates the older 36-inch transmission line in the future.
