MOTION:

 

We move Council direct staff to begin implementing the recommended actions identified by the 2018 Congestion Relief Task Force. We further move that within 45 days staff provide a report to Council detailing a plan of action for implementing the recommendations, progress on items underway, and any additional next steps Council should take to further the recommendations.

 

BACKGROUND:

 

Council created the Congestion Relief Task Force on November 13, 2017. Recommendations from the Task Force were presented to Council in a work session on November 5, 2018. The Task Force recommendations were further discussed by Council at the annual policy agenda work session on January 23, 2019. The attached table summarizes the recommendations and next steps.

 

Most of the Task Force recommendations require approval or coordination from other agencies, including ODOT (Oregon Department of Transportation), SKATS (Salem-Keizer Area Transportation Study), and Cherriots (Salem Area Mass Transit District). In addition, some of the recommendations will require standard community notice and advisory committee review.

 

Our motion directs staff to specifically initiate the following actions as soon as possible:

 

1.                     Solicit a recommendation from SPRAB (Salem Parks and Recreation Advisory Board) regarding a parking and walk/bike/shuttle service at Wallace Marine Park;

 

2.                     Send letters to ODOT requesting approvals for actions involving its roadways;

 

3.                     Send letters to Cherriots regarding actions involving the downtown circulator feasibility study and trip reduction programs; and

 

4.                     Send a letter to SKATS requesting City participation in updating the regional Congestion Management Process.
