SUMMARY:

 

The Salem Planning Commission is established in SRC Chapter 6 and provides that the Commission shall consist of nine members to be appointed by the City Council, not more than one of whom shall be a nonresident of the City of Salem.

 

The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope of concern in promoting the growth and orderly development of the City of Salem. In addition, the Commission reviews and issues decisions regarding a number of quasi-judicial land use applications.

 

 

FACTS AND FINDINGS:

 

There is one full-term vacancy for a four-year term expiring on December 31, 2022. The Council Board and Commission Appointments Committee reviewed applications and recommended the following applicants for consideration:  Alton Hoover, Casey Kopcho, and Kelly Thomas (one person recommended for interview declined). The City Council voted on January 14, 2019, to interview candidates on January 28, 2019. Copies of the applications and candidates’ responses to the Questionnaire for Planning Commission candidates and are attached.

 

 

BACKGROUND:

 

The Council Committee reviewed and considered applications on November 30, 2018, for one vacancy due to a volunteer terming out as of December 31, 2018. Following review, the Committee recommended the three applicants be interviewed by the City Council on January 28, 2019. Ballots are to be cast and counted following the interviews prior to the City Council meeting.
