SUMMARY AND BACKGROUND:
Adoption of the staff recommendation will authorize additional funding for completion of the preliminary design for the McGilchrist Street improvements within the McGilchrist Urban Renewal Area.
A total of $1,480,000 of McGilchrist Urban Renewal Area funds have been allocated to develop design plans for the McGilchrist Street Improvement project. These plans were used as part of the City’s application for the federal TIGER grant program and other federal funding opportunities. While the project was unsuccessful in securing TIGER funds, the project was granted $4.5 million of Salem-Keizer Area Transportation Study funding to purchase and acquire the right-of-way and easements necessary to complete the McGilchrist Street Improvements.
Since the original scope of work was completed, additional tasks were added which require additional funding to complete the preliminary phase of the project. Some of the additional tasks included:
• Additional properties were identified outside of the original scope of work that required preparation of right-of-way documentation.
• Federal funding required a right-of-way programming estimate be completed prior to obligation of the federal funds.
• A second TIGER (now called BUILD) application was prepared to request grant funding.
• Additional archeological investigations were identified as part of the preliminary NEPA approval process.
Staff is recommending an allocation of $110,000 in the current FY to fund these additional costs.
FACTS AND FINDINGS:
Implementation of the project is consistent with the McGilchrist URA Plan, Section V.
Sufficient budget authority exists within the FY 2018-19 adopted budget for the McGilchrist URA to fund the project. The $110,000 of funds would come from $3,125,360 currently allocated for future, unspecified projects.
