ISSUE:

 

Shall the City Council approve an amendment to the City’s 2015-2019 Housing and Urban Development Consolidated Plan (Consolidated Plan) priorities to align with the Salem Strategic Plan goal for Affordable Housing, Homelessness, and Social Services?

Approve the amendment to reprioritize the Consolidated Plan funding priorities to align with the City’s Strategic Plan goal for Affordable Housing, Homelessness, and Social Services.

SUMMARY AND BACKGROUND:

 

The U.S. Department of Housing and Urban Development (HUD) requires the City of Salem to complete a five year Consolidated Plan identifying priority needs in the community for individuals who are low to moderate income. The City must submit this Plan in order to be eligible to receive Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) annual allocations. 

 

The 2015-2019 Consolidated Plan established guidelines for funding priorities over a five-year period and is the tool used to determine the funding of projects or programs on an annual basis. This document is available on the City’s website and can be found at: https://www.cityofsalem.net/CityDocuments/housing-and-urban-development-consolidated-plan-2015-2019.pdf.

 

The current Consolidated Plan priorities are:

                     Goal 1:  Promote Economic Development

                     Goal 2:  End Homelessness

                     Goal 3:  Expand Affordable Housing

                     Goal 4:  Neighborhood Revitalization

 

The projects and programs funded include microenterprise technical assistance, one-time subsistence payments, case management, rental assistance, security deposit expenses, affordable housing, and required planning and administrative activities.

 

The City’s recently adopted Salem Strategic Plan provides a framework for addressing affordable housing options, coordination and centralization of social services and reducing the number of persons experiencing homelessness. The recommendation is to realign the funding priorities of the Consolidated Plan with the Salem Strategic Plan. The proposed goal priorities for the fifth and final year of the 2015-2019 Consolidated Plan are:

 

                     Goal 1:  End Homelessness

                     Goal 2:  Expand Affordable Housing

                     Goal 3:  Neighborhood Revitalization

                     Goal 4:  Promote Economic Development

 

Additional proposed amendment changes include:

 

                     The amount of CDBG funds allocated to promote economic development is reduced to the amount expended to date and allocated in the 2018 Annual Action Plan.

 

                     References to former advisory commissions and boards, HUDAC and SSAB, shall be replaced with Community Services and Housing Commission (CSHC).

 

                     Salem Interfaith Hospitality Network name changed to Mid-Willamette Valley Family Promise. The agency’s name change will be updated throughout the amended Consolidated Plan and in HUD’s IDIS software.

 

                     City of Salem contact information will be updated in the Consolidated Plan. 

 

 

FACTS AND FINDINGS:

 

Opportunity for Citizen Involvement

 

A public notice, announcing the proposed Consolidated Plan modifications, appeared in the Statesman Journal on August 7, 2018. A public comment opportunity was provided at the August 22, 2018, CSHC meeting. Notice was also provided through a press release and outreach to local minority publications and neighborhood associations. The report was available at the Salem Public Library, the Urban Development Department at 350 Commercial Street NE, the City of Salem website, and at the City of Keizer Department of Community Development. Keizer is a member of the Salem-Keizer HOME Consortium.

 

Proposed Plan Amendment

 

The proposed amendment reprioritizes Consolidated Plan priorities to align with the Salem Strategic Plan. Funding for the upcoming 2019 Annual Action Plan will reflect the revised focus on addressing homelessness and affordable housing activities.

 

Amended priorities for CDBG and HOME assistance to low and moderate income persons during the fifth and final year of the 2015-2019 Consolidate Plan will focus on:

 

                     Homelessness, persons at-risk of homelessness, special need persons

                     Affordable housing (rehabilitation, homeowner rehabilitation, new construction)

                     Revitalizing low income neighborhoods

                     Economic Development
