SUMMARY AND BACKGROUND:
Each year the State of Oregon provides certain revenues to cities, including highway, cigarette, and alcoholic beverage tax revenues.
In FY 2019, it is estimated that the City of Salem will receive $14,942,360 of state shared revenues for use by various city departments and divisions as shown below.

In order to receive state shared reve-nues, the City of Salem must certify according to ORS 221.760 that it provides at least four of the following enumerated services:
1. Police protection;
2. Fire protection;
3. Street construction, maintenance, and lighting;
4. Sanitary sewers;
5. Storm sewers;
6. Planning, zoning, and subdivision control;
7. One or more utility services.
FACTS AND FINDINGS:
The City of Salem currently provides, and will continue to provide in FY 2019, at least four of the municipal services enumerated in ORS 221.760. Resolution 2018-71 certifies that the City of Salem provides all of the following enumerated services:
1. Police protection;
2. Fire protection;
3. Street construction, maintenance, and lighting;
4. Sanitary sewers;
5. Storm sewers;
6. Planning, zoning, and subdivision control; and
7. Municipal water utility service.
To ensure that the City of Salem receives the estimated $14,942,360 in state shared revenues in FY 2019, a copy of the certifying resolution must be adopted by the City Council and received by the Oregon Department of Administrative Services prior to July 31, 2018.
