SUMMARY AND BACKGROUND:
The City of Salem and Comcast of Oregon I, Inc. (Comcast) have completed negotiations of the Cable Television Franchise Agreement (Agreement). Certain provisions of the Agreement conflict with provisions of Salem Revised Code (SRC) Chapter 43. Any provision of SRC Chapter 43 may be waived by the City of Salem by City Council Resolution. Staff recommends and requests City Council waive certain sections and provisions of SRC Chapter 43 which vary with the terms of the Agreement. It is the intent of the City that only those provisions of SRC Chapter 43 specifically set forth in Resolution No. 2018---21 (Attachment 1) be waived.
