MOTION:

 

I move that Council direct staff to;

1) Present Council with a resolution initiating amendments to the Salem Transportation System Plan and Comprehensive Parks System Master Plan to add an additional trail connection between Dogwood Street, SE and Croisan Scenic Trail, and;

2) Upon adoption of the master plan amendments, direct staff to acquire the additional sections through land use conditions or direct negotiations.

 

 

DISCUSSION:

 

As detailed on the information report on February 26, 2018, there is an informal trail commonly referred to as the “Cemetery Trail” that crosses private property before connecting to Croisan Scenic Trail. In order to preserve this informal trail connection, this motion directs staff to prepare a resolution initiating amendments to the applicable master plans to include this currently informal trail. Once adopted into the appropriate master plans, staff may include acquisition of the trails in development land use conditions, or negotiate to acquire the property through negotiation.

 

In preparing the potential amendments to the applicable master plans, staff should analyze the most appropriate path for the “Cemetery Trail” that takes into consideration, pedestrian and bicycle access, topography, and cost.
