ISSUE:

Shall the City Council adopt Resolution No. 2018-4 to transfer $400,000 of appropriation authority from General Fund, Non Departmental, capital outlay to General Fund, Non Departmental, interfund transfers for the purpose of managing asset maintenance funding in the Capital Improvements Fund?

RECOMMENDATION:

body

Adopt Resolution No. 2018-4 to transfer $400,000 of appropriation authority from General Fund, Non Departmental, capital outlay to General Fund, Non Departmental, interfund transfers for the purpose of managing asset maintenance funding in the Capital Improvements Fund.

SUMMARY AND BACKGROUND:

The FY 2018 adopted budget includes a $400,000 appropriation in the General Fund Non Departmental cost center for deferred maintenance projects at the Civic Center campus and at other facilities that support the provision of City services.

State law allows the City Council to approve transfers of appropriations within the limits established by the adopted budget to address unforeseen changes.

FACTS AND FINDINGS:

A $400,000 allocation budgeted in the Non Departmental cost center of the General Fund for asset maintenance is more appropriately managed outside of an operating budget. City Council is being asked to adopt Resolution No. 2018-4 transferring $400,000 within the General Fund to allow it to be expended from the Facilities Services cost center of the Capital Improvements Fund. Future asset maintenance allocations in the General Fund will be transferred to the Capital Improvements Fund at the point of budget adoption.
