MOTION:
I move that Council waive the $2,010 ($134/day for 15 days) Special Use Fee for the proposed Menorah display on the Civic Center open space located on the southeast corner of Commercial Street SE and Trade Street SE.
SUMMARY AND BACKGROUND:
Chabad Jewish Center of Salem has applied for a permit to install a Menorah display on the Civic Center open space located on the southeast corner of Commercial Street SE and Trade Street SE, which is designated as “park” property in the City’s Parks Master Plan. The Menorah will be displayed through Hanukah, which this year runs from December 10th through December 24th. The City’s Facility Use Permit Fees require a $21 Permit Processing Fee and $134/day Special Use Fee for placement of the display on Civic Center open space area.
I believe that charging the Special Use Fee for fifteen days is excessive given that the impact to the site will be de minimis with no permanent effect on the open space site.
