Motion from Councilor McCoid regarding funding for the 100-Day Challenge to address youth homelessness in Salem

MOTION:
I move that the City Council
1) Authorize a grant of up to $12,500 to provide start-up funding to the community group participating in the 100-Day Challenge to address youth homelessness in Salem, and
2) Direct staff to prepare a transfer resolution for the use of General Fund contingencies to fund the grant.
DISCUSSION:
Cities across the country have focused on the goal of preventing and ending youth homelessness in our communities by participating in a 100-Day Challenge. The 100-Day Challenge is an initiative designed by A Way Home America and Rapid Results Institute to support and guide communities in creating a coordinated community response system to care for homeless youth. A group has formed in Salem to participate in the 100-Day Challenge to find shelter for our homeless youth between the ages of 12-17. Deputy Police Chief Skip Miller and I serve with the group as City representatives.
Achieving this goal will require the collaboration of community service providers, governmental agencies and resources from faith-based and charitable organizations. As Affordable Housing and Homelessness has been adopted as priority in the Strategic Plan, I move that the City provide $12,500 in start-up funding to assist with creating the foundation and connecting hub for stakeholders to build a system that will produce a measurable decrease in homelessness among the target group within 100 days of initiation.
