Should the Housing Authority Commission adopt Resolution No. 2217 approving a Capital Fund revision for Fiscal Year 2017-2018, and authorize the Commission Chair to execute the U.S. Housing and Urban Development document 50075.1?

SUMMARY AND BACKGROUND:

 

At the beginning of each fiscal year Salem Housing Authority (SHA) is required to submit a Capital Fund budget and 5 year plan to the Housing and Urban Department (HUD) providing a detailed description of work to be performed on SHA’s Public Housing Properties, and which will be funded in part by SHA’s Capital Fund.  Resolution No. 2210 approved the current Capital Fund budget and 5 year plan.

 

SHA is approved by HUD to participate in the Rental Assistance Demonstration (RAD). HUD RAD allows housing authorities to renovate Public Housing properties and receive federal subsidies over two, twenty-year contracts.  In addition to the conversion of funding, SHA will rehab 130 multi-family units and convert eight (8) existing units into eight 1 bedroom ADA accessible units, and eight 2 bedroom units to increase total unit count post-conversion to 138 units.

 

HUD Capital Funds will be used toward the rehab, conversion and provide temporary relocation assistance for residents during renovation.  In order to utilize Capital Funds for the RAD, SHA must submit a revised Capital Fund 5 year plan to HUD. 

 

FACTS AND FINDINGS:

 

Housing Advisory Committee met on October 23rd, 2017 to review the proposed changes, approve opening the 45 day comment period, and recommend forwarding to the Commission for review.  The Resident Advisory Board met on October 27, 2017 to review and comment on the proposed changes.  No comments were received.
