MOTION:

I move that the City Council direct staff to request the Oregon Department of Transportation extend the deadline for receiving input on the impacts to Wallace Marine Park, Wallace Natural Area, and the Willamette River Water Trail from the proposed Salem River Crossing project to August 12, 2017, and that public notices of the opportunity to comment on the impacts are placed in Wallace Marine Park.

DISCUSSION:

On June 28, 2017, Oregon Department of Transportation (ODOT) filed a notice in the Statesman Journal seeking input from the public concerning proposed Section 4(f) de minimis determinations for Wallace Marine Park, Wallace Natural Area, and the Willamette River Water Trail for the proposed Salem River Crossing project. The deadline to submit comments is currently July 28, 2017.  Extending the deadline for comments to August 12, 2017 would allow more time for ODOT to receive comment from the Salem Parks and Recreation Advisory Board and neighborhood associations, and would allow more time for public comment on the impacts to these recreational sites. By asking for an extension,  the City would be raising awareness of the opportunity for the public to provide input and would be actively sharing information with the community about this input opportunity.  Notices have been posted in Wallace Marine Park.
