Adopt Resolution No. 2017-36, certifying that the City of Salem provides certain enumerated municipal services to receive state shared revenues in FY 2017-18.

SUMMARY AND BACKGROUND:

 

Each year the State of Oregon provides highway, cigarette, and alcoholic beverage tax revenues to cities and requires the funds be used for certain services. In FY 2017-18, the City of Salem will receive an estimated $12,361,830 of state shared revenues.

Transportation Fund, Public Works Department, All Divisions

 

Alcoholic Beverage, $2,401,390

General Fund, Police Department, Patrol Field Operations

 

Cigarette, $205,580

General Fund, Unrestricted

 

The City of Salem must certify according to ORS 221.760 that it provides at least four of the enumerated services:

 

1.                     Police protection;

2.                     Fire protection;

3.                     Street construction, maintenance, and lighting;

4.                     Sanitary sewers;

5.                     Storm sewers;

6.                     Planning, zoning, and subdivision control;

7.                     One or more utility services.

 

FACTS AND FINDINGS:

 

The City of Salem currently provides, and will continue to provide in FY 2017-18, at least four of the municipal services enumerated in ORS 221.760. Resolution No. 2017-36 certifies that the City of Salem provides all of the following enumerated services:

 

1.                     Police protection;

2.                     Fire protection;

3.                     Street construction, maintenance, and lighting;

4.                     Sanitary sewers;

5.                     Storm sewers;

6.                     Planning, zoning, and subdivision control; and

7.                     Municipal water utility service.

 

To ensure that the City of Salem receives the estimated $12,361,830 in state shared revenues in FY 2017-18, a copy of the certifying resolution must be adopted by the City Council and received by the Oregon Department of Administrative Services prior to July 31, 2017.
