SUMMARY AND BACKGROUND:
For the Urban Renewal Agency to transfer funds to the City, Council must authorize the attached grant agreement (Attachment 1).
Construction of Commercial and Union Street intersection improvements is a high priority in the Central Salem Mobility Study (Mobility Study), adopted by the Urban Renewal Agency for August 12, 2013. The improvements are part of the first phase of a Family Friendly Bikeway connecting Union Street Pedestrian Bridge to the 12st Street Pedestrian Promenade, a connection recommended by the Mobility Study and the Transportation System Plan.
Since the project was originally budgeted and scoped in 2013, the cost estimate has increased by $125,000 to a total of $1,253,600. The project budget includes $510,000 from the 2014-2015 URA budget to complete design and construction of street improvements west of Commercial Street, curb extensions, a new traffic signal, and median island. A 2015-2020 Salem-Keizer Area Transportation Study (SKATS) grant of $618,500 is funding the construction phase of the intersection improvements.
FACTS AND FINDINGS:
There are several reasons why the additional $125,000 is recommended to complete the project. The bicycle lane is being extended west of the intersection. The project required more traffic signal interconnection equipment than was initially budgeted. Rain garden water treatment facilities were required to provide water quality treatment to stormwater generated at the intersection. Construction costs have increased.
With the amendment, URA funding for the project will be a maximum of $635,100. The SKATS portion remains at $618,500.
Family Friendly Bikeways are typically located on lower volume streets and include added enhancements, including medians, traffic calming, and intersection crossings.
