Shall the Housing Authority Commission approve Resolution No. 2197 adopting the revised Administrative Plan for the Section 8 Housing Programs, incorporating the U.S. Department of Housing and Urban Development mandated changes and Salem Housing Authority policies related to initial and on-going eligibility, effective September 12, 2016?

SUMMARY AND BACKGROUND:

 

Salem Housing Authority (SHA) maintains an Administrative Plan for the Section 8 Housing Programs that governs the eligibility and continued participation of applicants and clientss for the Housing Choice Voucher and Moderate Rehabilitation programs. Periodically, SHA updates the Administrative Plan for the Program to incorporate new regulatory requirements and improve program responsiveness to local needs.

 

The proposed revisions incorporate the initial and on-going eligibility requirements for participation in the Program that are mandated by HUD and SHA policies.

 

 

FACTS AND FINDINGS:

 

Below is a brief description of changes proposed to the Administrative Plan.  Complete language can be accessed in Attachment 2 Revised Draft Administrative Plan, dated September 12, 2016.

 

SHA Policy Issue:

3 I C - Clarified issues concerning family break-ups, which party is entitled to the Section 8 Voucher.

4 I B - Use of web-based applications for the Section 8 and Moderate Rehab programs, allowing provisions for disabled applicants.

4 II D - Family Unification Program update, add language for fostering out youth’s opportunity to participate in the Family Self Sufficiency program.

7 III B - Treatment of income for self-employment.

 

Regulatory Changes:

3 II C - Regulatory updates concerning the disclosure of social security numbers.

3 III C - Regulatory updates concerning use of arrest records in the denial or termination of assistance.

4 II D - Regulatory changes for fostering out youth in the Family Unification Program.

6 I L - Regulatory updates concerning Student Financial Assistance included in income.

6 III C - Regulatory update allowing housing authority to authorize higher payment standard as an accommodation for disabled individuals.
