SUMMARY AND BACKGROUND:
The U.S. Department of Housing and Urban Development (HUD) and the Veterans Administration Medical Center (VAMC) are allocating additional Veterans Affairs Supportive Housing (VASH) vouchers to Public Housing Authorities under Notice PIH 2016-11.
The Salem Housing Authority (SHA) has an existing partnership with the Veterans Administration Medical Center (VAMC) in Portland to serve 63 homeless, veteran households. Veterans receive wraparound, supportive services from VAMC, including assessment, resource referral, benefit counseling, and health care, and SHA provides housing. This new funding opportunity could provide up to seventy-five project-based vouchers for veteran households, for a total of up to 138.
FACTS AND FINDINGS:
The HUD-VASH Program combines housing choice voucher rental assistance and comprehensive clinical services directed by Veterans Affairs. This model intends to first stabilize homeless veterans in housing and then direct social services to address specific client needs. VA medical centers will refer homeless veterans to the SHA, which will then administer the HUD-VASH vouchers.
This new funding opportunity could provide up to seventy-five project-based vouchers for homeless veteran households, for a total of up to 138. The actual amount of project-based vouchers that may be allocated to SHA through HUD Notice PIH 2016-11, if any, will be decided by HUD and Veterans Affairs.
Any VASH project-based vouchers received by SHA under this notice will be subject to an open and competitive solicitation inviting parties to respond if interested in placing some or all of the vouchers in a residential property(s) to house veteran households.
Applications are due to HUD by September 9, 2016.
