SUMMARY:
City of Salem has the responsibility to provide residents and businesses with the opportunity to recycle, and to provide recycling educational and promotional material and activities. Furthermore, the City is required to provide a report, known as the Opportunity to Recycle Report, to the State of Oregon Department of Environmental Quality (DEQ). The report details the current recycling options for residents and businesses and provides a plan on how these responsibilities will be met in the upcoming reporting period.
The City partners with and relies on Marion County Environmental Services Division, Mid-Valley Garbage and Recycling Association, and the franchised solid waste haulers to meet these requirements. The 2018 Opportunity to Recycle Report (Attachment 1) lists how program elements were met in CY2018 and the City’s plan for meeting program elements in CY2019.
FACTS AND FINDINGS:
While most of the required program areas are met through local partnerships, the City has committed to supporting two program elements directly:
1. Technical Assistance Program: A program for the provision of technical assistance to promote and sustain the reuse, repair, or leasing of materials or other sharing of efforts to reduce waste. (Page 11 of Attachment 1)
The City has committed to promote Marion County’s recycle guide (www.MCRecycleGuide.net) through the following outreach methods during 2019:
a. Four posts on social media,
b. Two mentions in a City newsletter,
c. A link on the City’s website to the Recycle Guide, and
d. Literature provided by Marion County distributed at two community events.
2. Food Rescue Program Support: A food rescue program that diverts to residents food that would otherwise be composed or disposed. (Page 11-12 of Attachment 1)
The City has committed to promote Marion County’s website, www.savethefood.net through the following outreach methods during 2019:
a. One presentation,
b. Four posts on social media,
c. Two mentions in a City newsletter,
d. A link on the City’s website to www.savethefood.net, and
e. Literature provided by Marion County distributed at two community events.
BACKGROUND:
Senate Bill 263 (2015) added program elements to existing “opportunity to recycle” requirements, as well as new reporting requirements. Oregon Administrative Rules 340-090-030 and 340-090-040 further define and clarify program elements and reporting responsibilities.
