SUMMARY AND BACKGROUND:
Salem on Ice, LLC, is a for-profit organization that provides seasonal ice rink facilities. During last year’s inaugural season, Salem on Ice operated at Riverfront Park from November 15, 2017, to January 15, 2018. Their post-season report to the City included the following data:
Adult Skaters: 18,305
Child Skaters: 8,519
Family 4-packs: 7,404
Total number of skaters: 34,228
Additionally, Salem on Ice hosted 105 parties and six charity events.
Building on the success of the 2017-18 ice skating season, Salem on Ice and the City have executed an agreement for the 2018-19 season that extends the operating period by approximately on week to include the Martin Luther King, Jr., holiday weekend. The new agreement is provided as Attachment 1.
FACTS AND FINDINGS:
1. Salem on Ice will locate the ice rink at the same location as in the 2017-18 season, which is at the northern end of Riverfront Park’s South Meadow. (See Exhibit A to Attachment 1.)
2. Salem on Ice will be responsible for obtaining all the necessary permits for their temporary facility.
3. In lieu of an hourly or daily park rental fee for use of the South Meadow, Salem on Ice will pay a monthly Vendor in a City Park permit fee.
4. Unless approved otherwise and in advance by the City, Salem on Ice will complete all installations no later than November 15, 2018, operate through January 21, 2019, and have completed removal of all its facilities no later than February 10, 2019.
5. Salem on Ice may operate between the hours of 5:00 a.m. and midnight.
6. Amplified sound is authorized between 7:00 a.m. and 10:00 p.m.
