SUMMARY AND BACKGROUND:
The City’s implementation of Priority Based Budgeting, one of the actions from City Council’s Policy Agenda for 2018, includes comprehensive and inclusive definitions for the six results areas from the City Strategic Plan. The result areas are Good Governance; Natural Environment Stewardship; Safe Community; Safe, Reliable, and Efficient Infrastructure; Strong and Diverse Economy; and Welcoming and Livable Community.
FACTS AND FINDINGS:
On Thursday, June 28, 2018, the Sustainable Services Work Group - Councilors Andersen, Ausec, Cook, and McCoid - was joined by Mayor Bennett to collaborate on five definitions for each of the six result areas. The definitions need to be generous in scope; inclusive of the Council’s vision, mission, and values; inform the strategic plan and policy agenda; and broad enough to encompass the City’s diverse services.
The completed results will be used in the Priority Based Budgeting scoring process to determine a program’s influence (a range of “essential” to “no influence at all”) on the community-focused outcomes in the six result areas.
The result of the Sustainable Services Work Group’s collaboration is attached, City of Salem Result Areas. Also attached is a basic timeline of the City’s activities related to the Priority Based Budgeting implementation.
