SUMMARY AND BACKGROUND:

 

The Oregon Department of Transportation (ODOT) is requesting applications from local agencies across the state for bridge replacement and rehabilitation projects that are eligible for federal funding under the Local Bridge Program.  This program provides federal funding for local agency bridges that are on the Federal National Bridge Inventory list due to structural deficiencies or because they have functional deficiencies for their street classification.  ODOT maintains a statewide tentative eligibility list of bridges that fall into these categories.

 

Applications for federal funding in fiscal years 2022, 2023, and 2024 are due on October 15, 2017.  Applications will be ranked by a Local Area Bridge Selection Committee in 2018 and final recommendations will be issued in 2019.  Recipients are required to provide matching funds to cover at least 10.27 percent of the project cost.    

 

 

FACTS AND FINDINGS:

 

ODOT sent a tentative eligibility list of bridges to local agencies this past summer.  The following eight bridges are eligible for federal funding in Salem:

The Center Street NE Bridge over Mill Creek was also included on the list; however, the listing was due to a software programming error.  The bridge was replaced in 2006 and is in good condition. 

 

In general, bridges are ranked for funding by sufficiency ratings.  Bridge sufficiency ratings take multiple factors into consideration such as structure adequacy and safety, serviceability for intended use, and importance for public use.  Bridges must have a sufficiency rating lower than 70 to be eligible for replacement funding and a rating lower than 80 to be eligible for rehabilitation funding.   

 

In 2015, staff submitted applications for the four lowest rated bridges listed above.  None of the applications ranked high enough to receive federal funding.  Based upon conversations that took place with ODOT staff during the previous application process, Public Works staff has determined that the following two Salem bridges have the best opportunity to compete for federal funding during this application process:

 

1.                     Liberty Street NE Bridge over Mill Creek

2.                     Airport Road SE Bridge over Shelton Ditch

 

The Liberty Street NE Bridge over Mill Creek was built in 1913 and has the worst sufficiency rating on the Salem eligibility list due to structural deficiencies.  This bridge is located just north of the new police facility site and is weight restricted for large trucks due to the structural deficiencies.

 

The Airport Road SE Bridge over Shelton Ditch was constructed in 1954 and has scour deficiencies that have exposed the bridge footings and abutments.  In addition, this bridge is too narrow for the existing minor arterial street classification as it lacks sidewalks and bike lanes.  This bridge has the third worst sufficiency rating on the Salem eligibility list.  Although it was third on the list, staff recommended Airport Road SE over Cascade Gateway Park Road due to its functional classification as a minor arterial.

 

If either of the recommended bridges are selected for federal funding, staff will negotiate an Intergovernmental Agreement with ODOT and seek Council approval prior to proceeding with the work.  The local match will be funded with Streets and Bridges Bond savings and/or the City’s share of State Gas Tax revenues.
