SUMMARY AND BACKGROUND:

 

Public Works has received requests by the affected residents on Candalaria Boulevard S to remove the existing parking restrictions that were implement by Council Resolution No. 79-104 (adopted May 7, 1979). The request to remove the parking restrictions has been approved by the neighborhood association. A petition has been circulated to the affected residents and the majority of signers approved removal of the parking restrictions. The Citizen Advisory Traffic Commission has approved removal of the parking restrictions. Because the existing parking restrictions were implemented by Council Resolution, this resolution must be rescinded before the Public Works Director can issue an administrative order regarding the parking restrictions.  

 

 

FACTS AND FINDINGS:

 

1.                     Council Resolution No. 79-104 was adopted on May 7, 1979, restricting parking on Candalaria Boulevard S to two hours between 8 a.m. and 5 p.m. on weekdays.

 

2.                     A motion to remove the parking restrictions on Candalaria Boulevard S was approved by the affected neighborhood association at the Southwest Association of Neighbors (SWAN) meeting on May 4, 2017.

 

3.                     Following the SWAN meeting, a petition supporting the removal of time-restricted parking was circulated to affected residents on Candalaria Boulevard S with the majority approving the proposal to remove the parking restrictions.

 

4.                     Notices were posted in the area of proposed change to remove the parking restrictions. One email and one telephone call were received from residents opposed to the change.

 

5.                     The Citizens Advisory Traffic Commission heard the issue on July 12, 2017, and approved a motion to remove the parking restrictions.

 

6.                     When Council Resolution No. 79-104 was adopted, local parking restrictions required Council action. Salem Revised Code Chapter 102.020 now authorizes the Public Works Director to adopt administrative orders related to on-street parking regulations.

 

7.                     Once Council rescinds Resolution No. 79-104, the Public Works Director will issue an administrative order to effect the change.
