SUMMARY AND BACKGROUND:
This information report contains the 2016 Annual Report from the Salem Parks and Recreation Advisory Board. The report highlights accomplishments during 2016 and sets goals for 2017.
FACTS AND FINDINGS:
The Salem Parks and Recreation Advisory Board was first established in June 1952 and has been an active advisory board to Salem City Council for 65 years.
Salem Revised Code (SRC) Chapter 13 governs the Salem Parks and Recreation Advisory Board and lists its functions as:
• To recommend and advise the Council, Planning Commission, and other bodies, groups, or officials on all matters referred to it.
• To act in the role of community catalyst in the formation and achievement of a comprehensive community-wide parks and recreation system and program to serve the horticultural, environmental, historical, cultural, and leisure needs of all city residents.
• To make and issue reports respecting its studies, research, examination, and other activities to the Council as may be required by the Council.
Late 2015, the Board received the additional responsibility of overseeing City Tree decisions and appeals. The Salem Parks and Recreation Advisory Board duties include:
• Issue decisions on appeals of decisions of the Director as set forth in Salem Revised Code Chapter 86.
• Issue decisions on applications referred to the Board by the Director.
• Issue recommendations on nominations for Heritage Tree designations.
• Provide advisory recommendations to the Director and City Council on matters relating to City trees.
The Salem Parks and Recreation Advisory Board meets the second Thursday of every month at 5:30 p.m. in a Public Works conference room. Board meetings are always open to the public.
