SUMMARY AND BACKGROUND:

 

The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials.  The purpose of the budget committee in Oregon is to promote transparency, efficiency and economy in the expenditure of public funds.

Pursuant to Oregon Revised Statutes 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”  The Oregon Department of Revenue has provided guidance that an elector is someone residing in the city and registered to vote.  In order to maintain a geographic balance on Salem’s Citizen Budget Committee, Council Rule 18 requires the appointive members of the budget committee consist of one elector from each ward and one elector from the city at-large.

The Council Board and Commission Committee reviewed and considered applications for the open Salem Citizen Budget Committee Ward 4 resident position and recommended that the three applicants listed below in Facts and Findings be interviewed by the City Council on April 12, 2017.  Ballots are to be cast and counted following the interviews and prior to the Salem Citizen Budget Committee that evening. 

 

 

FACTS AND FINDINGS:

 

Due to the resignation of the Salem Citizen Budget Committee Ward 4 resident member, a vacancy exists for a partial term expiring on June 30, 2018. The Council Board and Commission Appointments Committee reviewed applications for the vacancy and unanimously recommended three (3) applicants for consideration: Scott Bassett, David DeSemple, and Jacqueline Leung.  Applications of the three candidates are attached.
