SUMMARY AND BACKGROUND:
The City is required to file a Consolidated Annual Performance and Evaluation Report (CAPER) with the US Department of Housing and Urban Development (HUD) for the Community Development Block Grant and HOME Investment Partnership programs. The report lists projects and programs funded through these sources including economic development activities, homeless activities, affordable housing activities, public service activities, and various required planning and administrative activities.
The CAPER assesses the progress made toward the community's housing and community development goals. HUD requires the City to provide a 15-day public comment period prior to the public hearing. At the time of the public hearing held on September 26, 2016, staff had received one comment which was provided to Council; however, the response to the comment had not yet been provided to Council or the commenter.
FACTS AND FINDINGS:
On September 29, 2016, a response to the CAPER comments was completed and mailed to the commenter. The comments (Attachment 1) and staff’s response (Attachment 2) have been attached.
