MOTION:

I move to direct staff to amend the scope of the Salem Transportation System Plan (TSP) update to include:

                     To set a clear goal of eliminating traffic deaths and serious injuries among all road users over the next 10 years;

                     Commit to Vision Zero within the 10-year period and direct appropriate city staff to prioritize the work;

                     Key city departments, including Public Works, Community Development, Urban Development, and Police shall be actively engaged as leaders and partners in the process of developing the Vision Zero plan, implementing it, and evaluating and sharing progress; and

                     The City shall facilitate broader community involvement through the TSP process from other community partners, including public health, transit, the Council of Governments, SKATS, and other allied service providers.

DISCUSSION:

Safe streets are critical for all users including pedestrians, cyclists and motorists. Deaths on our roadways are unacceptable and preventable.  As we commence the update of the TSP now is the time to commit to ending what we have come to accept as a biproduct of our society - traffic deaths.
