FACTS AND FINDINGS:
Requests for applications were solicited via the City’s website for approximately one month. Twenty-two applications were received. Following Mayor Hoy’s review, she selected the following community members to serve:
• Parks & Recreation: Jean Palmateer
• Library: David Levy
• Center 50+: Ariel Loveall
• At-Large: Jim Vu
Councilors serving on the Committee are Paul Tigan (Ward 1); Dr. Irvin Brown (Ward 5); and Mai Vang (Ward 6). Councilor Micki Varney (Ward 8) will serve as alternate.
BACKGROUND:
In May 2025, Salem voters passed a five-year Livability Levy to fund parks, recreation, library, and senior services. Included in the ballot measure explanatory statement was a requirement to form an Oversight Committee to review levy expenditures and provide an annual report to City Council. The membership is comprised of seven members appointed by the Mayor: Three Councilors, and one community member representing each functional area funded by the levy; (1) Parks & Recreation, (2) Salem Public Library, (3) Center 50+, and (4) one at-large member.
The Oversight Committee, required to convene at least quarterly, will review expenditures of the levy funds to ensure they are used exclusively for the purposes outlined in the ballot measure. Some areas of review would include:
• Annual financial audit results
• Five-Year Forecast
• Proposed budget
• Quarterly financial reports
