The Fire and Police departments have identified the need for additional specialized and leadership roles to enhance operational efficiency and public safety in their respective areas. Human Resources has created two new job classifications and compensation pay ranges for Fire Inspector 1 and Assistant Police Chief. The pay ranges are the same compensation amounts used for comparable jobs in other departments, such as the Inspector 1 classification used by Community Planning & Development and Public Works Departments, and the Assistant Fire Chief classification used in the Fire Department. These two new job classifications will be used for existing authorized positions in both Fire and Police and will not increase the total number of FTE positions in either department.

FACTS AND FINDINGS:
Fire Inspector 1 - The Fire Inspector 1 classification is necessary to address the growing demands for dedicated fire inspections within the Fire Department. This classification will focus on fire safety inspections, ensuring compliance with fire codes and regulations, and enhancing public safety measures. The proposed pay range for the Fire Inspector is $37.99 - $46.22 per hour, consistent with the City Inspector 1 classification utilized for construction and public works inspections in the CPD Building & Safety Division and Public Works Department, represented by AFSCME. If approved, a Memorandum of Agreement (MOA) will be completed with IAFF to formalize the classification and compensation structure. There is no increase to Fire positions as two positions are in the approved Building and Safety Fund FY 2026 budget.
Assistant Police Chief - The operational need for an Assistant Police Chief has become increasingly evident within the Police Department. This position will provide essential leadership support to the Police Chief in managing departmental operations, overseeing personnel, and ensuring effective community policing strategies. The proposed pay grade for this classification is $16,915 - $19,040 per month, aligning with the existing pay range for the Assistant Fire Chief, thereby maintaining parity between the two critical leadership roles. The department plans to reclassify a vacant non-sworn position to offset the personnel costs for the classification. Currently, there are three positions supporting the Deputy Police Chief roles. Following an internal recruitment process, it is anticipated there will be two Deputy Chiefs and one Assistant Chief position, with no increase in the department’s executive-level positions.
FISCAL IMPACT:
Funding for two Fire Inspector positions is already allocated within the Community Planning and Development Department Building and Safety Fund through June 30, 2026, allowing for immediate implementation without further financial implications.
Funding for the Assistant Police Chief position, estimated at $15,184 for the remainder of the fiscal year, will be offset by reorganization of a vacant non-sworn position, so there is no cost impact to the Police Department’s budget.
