SUMMARY AND BACKGROUND:
The City of Salem provides 9-1-1 call answering and dispatch services to 29 police, fire and ambulance agencies in Marion, Polk and Lincoln counties through its Willamette Valley Communications Center (WVCC). WVCC is one of many public safety access points (PSAPs) within Oregon.
A vital component to effective 9-1-1 call taking and emergency services dispatching is accurate GIS and MSAG data. This data is the official record of valid streets, thoroughfares, house numbers and communities within the PSAP jurisdiction and is used for proper routing of 9-1-1 calls to the appropriate PSAP. It is then used by the PSAP to notify the proper public safety agencies for emergency response.
City staff build and maintain GIS and MSAG data for the three counties served by WVCC.
OEM receives 9-1-1 tax revenue to help support the 9-1-1 system infrastructure within the state of Oregon. A portion of that tax revenue is allocated to reimburse local PSAPs for the cost of maintaining 9-1-1 related GIS and MSAG data.
In exchange for this reimbursement of costs to support the maintenance of GIS and MSAG data, the PSAP provides a copy of the data to OEM to be shared with other PSAPs and jurisdictions within Oregon for the purposes of providing emergency services.
The purpose of the IGA between the City of Salem and OEM is to clearly outline what GIS and MSAG services are eligible for cost reimbursement and what may be done with the data provided by the PSAP to OEM.
FACTS AND FINDINGS:
1. OEM reimburses PSAPs for MSAG coordination and update services and for the development and maintainence of Geographic Information System (GIS) mapping data from the State 9-1-1 Excise Tax.
2. OEM is in the process of updating and ensuring written agreements are in place with all Oregon PSAPs.
3. The IGA will enable the City of Salem to recover its costs in developing and maintaining accurate GIS ans MSAG date.
