Authorize the City Manager to execute an Intergovernmental Agreement (IGA) with Marion County, and extensions and certain amendments, for up to $45,000 in grant funding for City economic development activities, including $15,000 in FY 19-20 to support creation of a City Coronavirus Business Grant Program.

SUMMARY:
Marion County is issuing grants to cities through its Community Prosperity Initiative to achieve goals and priorities identified in the County’s Economic Development Strategy. Under the IGA (Attachment 1), the County expects to grant the City $15,000 in FY 19-20, $15,000 in FY 20-21, and $15,000 in FY 21-22. The City will use $15,000 in FY 19-20 to help fund a new Small Business Grant Program to assist businesses impacted by Coronavirus.
FACTS AND FINDINGS:
The IGA requires that the County grant funding be used to help accomplish at least one goal outlined in the County Strategic Plan. The City’s planned Small Business Grant Program aligns with Goal 3 (Create Business Opportunities) in the County Strategic Plan by helping businesses prepare for re-opening. The IGA also requires that the City submit an annual report by June 30 and schedule an annual meeting with economic development staff.
The IGA expires on June 30, 2022, unless terminated or extended.
Sufficient budget authority exists in the current year to expend the first $15,000 award. Additional budget authority has been recommended by the Budget Committee for FY 20-21 and will be requested for FY 21-22.
Council approval also authorizes the City Manager to execute extensions to the agreement, and amendments to the agreement that do not substantially increase the City’s obligations under the agreement.
BACKGROUND:
The County Community Prosperity Initiative is funded in part through the Oregon Economic Development Video Lottery Grant Program and replaces the County’s Community Grant Program, which was previously available for community projects on a competitive basis.
