Mayor Julie Hoy appointed City Councilor Paul Tigan to the Safe Streets for All Action Plan Advisory Committee, which will provide guidance and advise staff during the City’s project to enhance transportation safety in Salem (also known as Vision Zero). Mayor Hoy also appointed City Councilors Linda Nishioka and Shane Matthews to the OR-22 Pedestrian Overcrossing Planning Study Advisory Committee, which will provide guidance and advise staff during the City’s project to evaluate options for a pedestrian and cyclist bridge over Highway 22.

FACTS AND FINDINGS:

 

The City has initiated two planning projects to improve the transportation network within the City of Salem.

 

The first project is the Safe Streets for All Action Plan, which aims to develop a comprehensive safety plan for all road users, including pedestrians, cyclists, and motorists. This plan will address current safety challenges and provide a framework for future transportation safety initiatives throughout the city. As part of this project, the City will implement the “20 is Plenty” program, which aims to enhance safety on local residential streets by reducing the speed limit to 20 miles per hour (mph). The City is forming a Stakeholder Advisory Committee (SAC) to provide guidance and advise staff during the project. The SAC will include City Councilor Paul Tigan, representatives from state and county agencies, community members, and representatives from advocacy groups. The SAC is expected to meet four (4) times throughout the project, which is anticipated to be complete in 2027.

 

The second project will evaluate the location, costs, and impacts of a cyclist and pedestrian bridge over the North Santiam Highway (OR-22) between Lancaster Dr. SE and Cordon Rd SE. A separate SAC is being formed for this project to provide guidance and advise staff throughout the project. The SAC will include City Councilors Linda Nishioka and Shane Mathews, representatives from state and county agencies, community members, and representatives from advocacy groups. The SAC is expected to meet three (3) times throughout the project, which is also anticipated to be complete in 2027.    

 

BACKGROUND:

 

In 2023, the City of Salem City Council adopted the Vision Zero goal, aiming to eliminate traffic deaths and serious injuries among all road users. The City applied for and was awarded a $2.8 million Safe Streets and Roads for All (SS4A) grant to complete the Safe Streets for All Action Plan and implement the 20 is Plenty program.

 

In 2022, the City also applied for and received an Oregon Community Paths grant to conduct a planning study for a cyclist and pedestrian bridge over OR-22 between Lancaster Dr. SE and Cordon Rd SE.
