FACTS AND FINDINGS:
As a condition of federal grants received by the City, the City must have a “Title VI Plan” to implement the requirements of Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, the Federal Aid Highway Act of 1973, Age Discrimination Act of 1975, the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, Executive Order 12898, and Executive Order 13166. Title VI of the federal Civil Rights Act is a federal law that prohibits discrimination based on race, color, or national origin in programs and activities receiving federal financial assistance.
Discrimination on the basis of race, color and national origin is prohibited in programs and activities. The City has a long-standing policy, embodied in Salem Revised Code Chapter 97, that protects persons against discrimination.
No new expenditures nor staff time impacts are anticipated with adoption of this plan update.
Four changes were made to this update to the plan, last updated in 2021. An update to the list of protected classes was made to reflect the addition of housing status to Salem Revised Code Chapter 97. A requirement to create an annual report was removed; this annual report is not externally required. Edits adjusted for changes in staff reporting to different departments, after internal reorganization. Since the plan was last updated, the Human Rights Commission has changed its name; an edit was made to reflect that. A review of authorities confirmed all are up to date.
