Adopt the 2020-2024 Consolidated Plan (Attachment 1), Analysis of Impediments to Fair Housing Choice (Attachment 2), the 2020-2021 Annual Action Plan (Attachment 3), Amend the 2019 Annual Action Plan (Attachment 4), and direct staff to submit the documents and required forms to the U.S. Department of Housing and Urban Development (HUD).

SUMMARY:
The City is required every five years to submit a Consolidated Plan, Analysis of Impediments to Fair Housing Choice, Annual Action Plan and Amend the 2019 Annual action Plan to be eligible to receive Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds.
The City annually receives a CDBG and a HOME grant from HUD.
FACTS AND FINDINGS:
The Consolidated Plan, Annual Action Plan and Analysis of Impediments to Fair Housing Choice address the housing and community development needs and strategies to address those impacting low to moderate income citizens of Salem and Keizer.
2020-2024 Consolidated Plan and Analysis to Impediments of Fair Housing Choice
As a requirement to receive CDBG and HOME funding, the City must document how it plans to address specific HUD-identified objectives and outcomes over a five-year period. Additionally, the City must describe the priority funding needs, how citizens were involved in the planning process, and how impediments to fair housing will be addressed. This information is reported in the Housing and Community Development Consolidated Plan (Consolidated Plan) and Analysis of Impediments to Fair Housing Choice.
The proposed 2020-2024 Consolidated Plan identifies four primary goals that the City should strive to achieve:
o End Homelessness
o Expand Affordable Housing
o Revitalize Neighborhoods
o Promote Economic Development
An Analysis of Impediments to Fair Housing Choice is a tool used to determine the fair housing needs within the Cities of Salem and Keizer and how the cities plan to address those needs with CDBG and HOME entitlement funds.
2020-2021 Annual Action Plan
Annual Action Plans (AAP) identify the specific projects and programs that will be implemented during the specified plan year to meet these identified goals. Each AAP identifies the resources and proposed expenditures or projects of the CDBG and HOME programs for the fiscal year. The AAP also serves as an annual program budget for the CDBG and HOME funds.

• Expand Affordable Housing: New Construction, preservation and temporary housing assistance, with supportive services.

o CDBG - Integrated Supports for Living - Rehab of existing housing for persons living with disabilities, $144,734
o HOME - DevNW - Acquisition and conversion of an existing church and parsonage for up to 14 affordable housing units and office space for the nonprofit, $393,539

• Special Needs Populations: Addressing the needs of the elderly, persons with substance abuse problems, and persons with disabilities.
o CDBG - Garten Services - Recycle Center Baler Replacement Equipment, $170,000
• Revitalize Neighborhoods: Public Facilities, including infrastructure, continues to be a highly rated need in Salem. This includes community centers and childcare facilities.
o No applications were received for this category
• Economic Development: Increase access to jobs and support self-sufficiency.
o No applications were received for this category however CDBG COVID-19 resources are being used to address needs of micro/small businesses.
Amendment to the 2019 Annual Action Plan:
o CDBG - CV: Travel Salem: Submission of a waiver from the Secretary of Housing and Urban Development to award $50,000 tourism marketing grant.

BACKGROUND:
Public involvement is critical to the development of the Consolidated Plan and each year’s AAP. For this Consolidated Plan and year-one AAP, the City sought citizen participation and input through a number of avenues, including:
• Housing and Community Needs Survey (Electronic Survey and Hard Copy) (English, Spanish and Russian)
• Fair Housing Survey (Electronic and Hard Copy) (English, Spanish and Russian)
• Organizational/Business Survey (Electronic Survey and Hard Copy).
• Public Meetings (Open House (2), Emergency Housing Network, Salem Keizer Collaboration and Salem Human Rights Commission)
Prior to submitting the amendments to HUD, a public hearing and City Council adoption is required (Attachment 5). A 7-day comment period ended on June 1, 2020. The public comments and responses are included in a supplemental document (Attachment 6).
