FACTS AND FINDINGS:
The Capital Fund Plan for 2025-29 shows the intent to use funds to continue modernizing scattered site Public Housing homes, as well as to fund Moving to Work activities, such as the Opt-Out Savings program for up to 100 randomly selected program participants. In addition, the program has set aside funding for the disposition activities outlined in the PHA Plan.
As delineated in the PHA plan, SHA will pursue opportunities to dispose of obsolete Public Housing units and provide replacement units and/or rental assistance to existing residents to ensure no net loss of assisted units in the community. SHA will also take on a new activity by creating affordable homeownership opportunities with the scattered site portfolio.
The Annual PHA plan includes expanding the supply of assisted housing, improving the quality of assisted housing, increasing assisted housing choices, providing an improved living environment for residents, promoting self-sufficiency and asset development, ensuring equal opportunity and affirmatively furthering fair housing, and preserving affordable housing in the community.
