FACTS AND FINDINGS:
The City Council directed staff in March 2024 to implement a City-administered ambulance transport model.
Ordinance Bill No. 09-25 was introduced and passed to a second reading by the City Council at a previous meeting.
The proposed amendments to SRC 2.840:
• Authorize the Council to establish fees for transportation and membership rates by resolution.
• Permit the City Manager to pursue collection of delinquent accounts using all lawful remedies, including recovery of legal and collection costs.
BACKGROUND:
The City’s existing ambulance service code was designed for a system operated under franchise or agreement by external providers. As the City transitions to direct provision of ambulance services, these updates to SRC 2.840 are necessary to support the new model. This includes providing a legal framework for fee collection, establishing service definitions, and ensuring local enforcement mechanisms are in place. The ordinance is in the public interest and supports the City’s efforts to provide high-quality emergency medical services tailored to community needs.
