The Strategic Plan is intended to clearly define the short-term and long-term goals and objectives that link our infrastructure master plans to the City’s Capital Improvement Plan (CIP) and annual budget process.

FACTS AND FINDINGS:
The 2024 Salem Public Works Department Strategic Plan builds upon the same format and development process as the initial 2020 Strategic Plan. The updated plan identifies the Department’s most important priorities including thirty-nine unique issues across eight topical categories:
• Water System
• Wastewater System
• Stormwater System
• Transportation System
• Salem-Willamette Valley Airport System
• Physical Support System
• Workforce System
• Financial and Administrative Support System
Each issue is described by a problem statement; addressed by a goal; and attained by reaching objectives through implementation of specific strategies. In doing so, the Department will corollate its long-term infrastructure master plans with its shorter-term CIP and annual budgets.
The approach taken to address issues in the 2024 Salem Public Works Department Strategic Plan reflects its Departmental Mission, Vision, and Values Statement. Likewise, the Department’s Strategic Plan is consistent with the tenants of the City of Salem’s overall Strategic Plan.
BACKGROUND:
The Salem Public Works Department developed its first Strategic Plan in 2020 as part of its initial American Public Works Association (APWA) accreditation process. The initial Strategic Plan, presented to City Council on September 28, 2020, identified thirty-three major issues across eight major topical categories that the Department would focus on over the next five years. The document has acted as a guide in prioritizing short-term and intermediate departmental resources.
As part of its 2024 APWA re-accreditation process, the Salem Public Works Department embarked on a process to update the 2020 Strategic Plan in early 2024. The update followed a similar development process as the initial Plan document. The Department successfully attained re-accreditation status in Fall 2024.
