During a routine inspection staff discovered signs of structural failure in a large brick sanitary sewer main on Center Street NE and have determined that the rehabilitation of the sewer is urgent. Council approval to create a mid-year wastewater project in the FY 2025 construction budget will allow design activities to begin immediately.

FACTS AND FINDINGS:
• The project will install cured-in-place pipe to rehabilitate approximately 1,820 linear feet of 36-inch diameter brick sewer along Center Street NE from Church Street NE to Capitol Street NE as shown in the attached Project Location Map.
• The total estimated project cost to design and construct the Center Street Brick Sewer Rehabilitation Project is $1,680,000.
• Utility Rate funds have been identified to fund the project.
• There is sufficient funding and expenditure authority in the adopted Wastewater Non-Assessed fund’s Unspecified project category, to fund $250,000 for design in FY 2025. The remaining amount of $1,430,000 for construction will be programmed in FY 2026.
BACKGROUND:
Every fiscal year unspecified funds are budgeted in each capital improvement category. They are available for unforeseen conditions arising within existing projects or to address new urgent projects that come up during the fiscal year. The FY25 budget for wastewater capital improvements includes $1,477,130 in unspecified funds from wastewater utility rates.
