FACTS AND FINDINGS:

 

The attached document presents the next iteration of the police department’s long-term planning goals, emphasizing three strategic priority areas of Safety, Trust, and Excellence. The new, three-year plan thoughtfully builds upon the work of the agency’s first strategic plan (2022-2024), with a refined focus upon objectives and initiatives that keep the city safe, build trust with our community, and pursue excellence.    

 

BACKGROUND:

 

In 2022, the Salem Police Department drafted its strategic plan, establishing three priority areas: Safety, Legitimacy (Trust), and Excellence.

 

The first plan sought to make the best use of valuable and limited resources to:

                     Enhance community safety and livability and the safety and wellness of employees.

                     Structure the organization around trust, increase transparency and information-sharing, and engage the community.

                     Increase the department’s efficiency and effectiveness, and make advancements in recruiting, hiring, and the professional development of staff.

 

Considering the department’s resource limitations, significant progress was achieved with the previous plan, and the subsequent plan expands on that success. 

 

The 2025-2027 strategic plan further develops the themes of Safety, Trust, and Excellence in an effort to:

                     Protect the community and employees by reducing violent crime and serious traffic collisions.

                     Create deeper inroads into community trust, engagement, and transparency.

                     Continue the significant progress made in the challenging arena of police recruitment, hiring, and retention.
