FACTS AND FINDINGS:
The Salem Revised Code provides that the Mayor, upon recommendation from the Council Boards and Commissions Appointments Committee, appoints individuals to fill vacancies on certain boards and commissions, including the Airport Advisory Commission, Center 50+ Advisory Commission, Historic Landmarks Commission, and Human Rights Commission. At its August 27, 2025, meeting, the Committee reviewed applicants for these commissions and made recommendations to the Mayor. The Mayor, following the recommendations of the Committee, has made the appointments as follows:
Airport Advisory Commission
Judith Kiss: full term representing Ward 2 expiring 12/31/27
Center 50+ Advisory Commission
Kathleen Lempka: full term representing a Community Member over 50 expiring 12/31/27
Mike Morrow: full term representing a Community Member over 50 expiring 12/31/27
Deanna Tapia: full term representing a Community Member over 50 expiring 12/31/27
Lisa Haines: representing Community Partner (no term limit associated with this position)
Raymond Kelly: representing Community Partner (no term limit associated with this position)

BACKGROUND:
Airport Advisory Commission
The Airport Advisory Commission (AAC) advises the City Council on all airport matters. The commission consists of seven members appointed by the Mayor for a three-year term.
Center 50+ Advisory Commission
The Center 50+ Advisory Commission, comprised of 15 members, serves as an advisory commission to the City Council and Center 50+ staff in matters related to the operations of the center.
Historic Landmarks Commission
The Historic Landmarks Commission (HLC), comprised of nine members, was established in 1986 with the City's adoption of a Historic Preservation Program. In 2010, an updated Historic Preservation Plan was adopted by the City and acts as the work plan for the HLC. In 2020 this Plan was updated and defines work through 2030.
Human Rights Commission
The 15-member Human Rights Commission advises the City Council on issues related to human rights and community relations. This Board helps residents by listening to and resolving complaints about discrimination. It also promotes harmony among all community members.
