The Center 50+ Advisory Commission (C50+AC), along with staff and volunteers, has consistently worked to implement action plans, adapt programming, and expand partnerships to fulfill strategic goals. Given the passing of the Community Services Operating Levy, and the evolving needs of our community and senior patrons, it is timely to reassess these goals and ensure they remain relevant and representative.

The Center 50+ Advisory Commission is set to begin the update of the Center 50+ Draft Strategic Operations Plan, with recommendations to be presented to the City Council in Fall 2026.

FACTS AND FINDINGS:
RATIONALE FOR C50+AC LEADERSHIP IN THE PLANNING PROCESS:
1. Since its inception in 2000, the Center 50+ has effectively implemented the City Council-approved Strategic Operations Plan (SOP). The annual reports produced by the Center 50+ reflect the strategic goals and the accomplishments achieved in meeting those goals. The last significant update occurred on January 22, 2007, with the approval of the "Senior Center Strategic Operations Plan: Vision 2020," which established key goals: STABILITY AND VITALITY, COLLABORATION, CUTTING EDGE PROGRAMMING, and SENIOR LEADERSHIP.
2. Established Expertise: The C50+AC has a long history of successfully guiding strategic initiatives, demonstrating a deep understanding of community needs and senior services.
3. Diverse Representation: The Commission comprises members from various backgrounds, including healthcare, community services, and senior advocacy, ensuring a well-rounded perspective in the planning process.
4. Community Engagement: The C50+AC is committed to inclusive engagement, hosting community conversations and focus groups that will gather input from a diverse range of stakeholders, including seniors, agency partners, and the business community.
5. Innovative Approaches: The Commission is prepared to employ various methods for input collection, including focus groups, community forums, interviews, online and manual surveys, and peer senior center tours, ensuring comprehensive feedback.
6. Leadership Commitment: Kathleen Dobler of Salem Health, a current Advisory Commission member, has agreed to lead this initiative as chair of the committee, bringing valuable leadership and expertise to the process.

Their established expertise, commitment to community engagement, and innovative approaches will ensure that the updated Strategic Operations Plan effectively addresses the needs of our senior community and aligns with the City Council's vision for the future.
